

The first phase will be held from March 13 till May 31 and the second phase, from September 1 to December 31. The government will undertake a comprehensive programme in order to achieve the goal of waste-free Kerala. The chief minister said the government will not be a mute spectator to the planned protests being undertaken against waste management plants with parochial interests. The team will further study and make recommendations on the system in the Kochi corporation for collecting biodegradable and non-biodegradable wastes and transporting them to plant, and the reasons on why the waste was not being segregated. The reasons for dumping waste from other municipalities other than Kochi corporation at Brahmapuram will also be examined by the expert team. The terms of reference for the expert team includes finding out the reasons that led to the fire, the future steps to be taken, how suitable is the present site at Brahmapuram for solid waste management, to what extent the observations and the suggestions made by the state pollution control board has been adhered to, who are responsible for the lapses if there were any, whether there were any defects in the agreement made for windrow composting, whether Kochi corporation had properly supervised the project and pointed out the shortcomings, what all steps did the company take to address the shortcomings, etc. An expert team will be appointed to look into the factors that led to the fire and give detailed recommendations on preventing such incidents in future and making the waste management scientific and effective.

The chief minister’s statement, made under the rule 300 of the rules of procedures and conduct of business of the assembly (which allows a minister to make a detailed statement, but on which no debate is allowed) also said that vigilance and anti-corruption bureau will also launch an investigation into all the matters related to the waste plant since it came into being.
